Założona w zeszłym roku mało znana organizacja “Digistan” (Digital Standards Organization) chce jutro uroczyście podpisać tzw. Deklarację Haską, która wzywa rządy do zwrócenia uwagi na problem otwartości standardów. Niedawny proces zatwierdzania OXML jako standardu ISO powinien być wyraźną przestrogą przed bagatelizowaniem tej sprawy.
Deklaracja powołuje się na prawa zapisane w Powszechnej Deklaracji Praw Człowieka oraz w konstytucjach różnych państw, a na koniec postuluje:
Na tle powyższych faktów wzywamy wszystkie rządy, aby:
1. W zamówieniach publicznych wymagały rozwiązań informatycznych stosujących otwarte i wolne standardy;
2. Udostępniały informatyczne usługi administracyjne (e-administracji) oparte wyłącznie na otwartych i wolnych standardach;
3. Posługiwały się wyłącznie otwartymi i wolnymi standardami w swoich własnych działaniach.
Czteropunktowa definicja otwartości standardu stosowana przez Digistan nie powinna być niczym nowym dla osób, które zetknęły się z definicją wysuniętą przez Komisję Europejską.
Nie powinno być też dużym zaskoczeniem, że ceremonia odbędzie się w holenderskiej Bibliotece Królewskiej, a wśród założycieli znaleźli się Andy Updegrove i Robert Weir, którzy w trakcie kampanii OXML relacjonowali ją na swoich blogach z punktu widzenia otwartości standardów.

Jakie są szanse na skuteczność dotarcia z tą deklaracją/petycją/apelem do "rządów"?
Może nieuważnie czytałem, ale nie zauważyłem jakiejkolwiek informacji jakoby lista podpisów miałaby być komukolwiek przekazywana.
Jestem jak najbardziej za składaniem swoich podpisów w tego typu akcjach, ale obawiam się, że skoro to już nie pierwsza tego typu akcja to podpisów może być mniej niż wcześniejszych kampaniach.
Może rozesłanie informacji chociażby do osób zarejestrowanych w akcjach organizowanych przez FSF i innych instytucjach dałoby większe zainteresowanie.
Żadne, ale spróbować można. Nie wyjdzie raz, nie wyjdzie drugi, ale za setnym się uda
Co ciekawe, akurat OXML spełnia podane przez Digistan warunki otwartego standardu.

Trzeba zatem uznać absolutnie każdy (wliczając ODF) standard za nieotwarty lub przyjąć, że ci członkowie reprezentują właśnie "zainteresowane strony", czyli państwa.
Wszystko dotyczy OXML. Jeżeli standard jest opatentowany, właściciel patentów musi złożyć obietnicę niepobierania tantiem za używanie standardu – Microsoft taką obietnicę złożył.

Również, standardy ISO są pozbawione takich ograniczeń, a wręcz pożądana jest reimplementacja już istniejących standardów przy tworzeniu nowych.

ODF nie jest utrzymywany przez ISO, więc nie trzeba. Zainteresowany Czesio-programista jak najbardziej może mieć wpływ na ODF poprzez OASIS, na OXML przez ISO już nie.
